On 24 March, the Permanent Secretariat of Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Macao) held its 21st Ordinary Meeting in Macao. The meeting was attended by representatives of the Ministry of Commerce of China, the Liaison Office of the Central People’s Government in the Macao SAR, the Office of the Commissioner of the Ministry of Foreign Affairs of China in the Macao SAR, the Government of the Macao SAR, as well as Ambassadors of the Portuguese-speaking Countries accredited to China, the Focal Points responsible for Forum affairs, and members of the Permanent Secretariat. The meeting was chaired by Secretary-General Ji Xianzheng. During the meeting, the participating parties of Forum Macao were briefed on the progress of implementation of the Action Plan for Economic and Trade Co-operation (2024–2027), reviewed the work carried out by the Permanent Secretariat in 2025, and discussed and approved the Programme of Activities for 2026.
The Chinese delegation briefed the meeting on the progress made in the implementation of the Action Plan and the “20 Measures of China to Promote Economic and Trade Co-operation between China and Portuguese-speaking Countries”. In their statements, the delegations of the Portuguese-speaking Countries shared the progress achieved by their respective countries in implementing the Action Plan.
The Secretary-General presented a review of the work carried out by the Permanent Secretariat in 2025. Throughout the year, more than 100 visiting delegations were received. The Permanent Secretariat also actively participated in major economic and trade activities in both Macao and Mainland China, and successfully carried out two official visits to Equatorial Guinea and Guinea-Bissau respectively. In the field of people-to-people and cultural exchanges, five colloquia and the 17th Cultural Week of China and Portuguese-speaking Countries were organised. For the first time, the Cultural Week was extended to Mainland China, with activities held in Macao, Beijing and Zhongshan, achieving a positive social response. The delegations of the Portuguese-speaking Countries commended the Permanent Secretariat for its efforts in 2025 in promoting trade and investment, as well as cultural and people-to-people exchanges.
The Secretary-General also presented the Programme of Activities of the Permanent Secretariat for 2026. The participants unanimously expressed their agreement with the Programme, considering it practical, effective and feasible, and conducive to the continued implementation of the outcomes of the 6th Ministerial Conference, to strengthening Macao’s role as a platform, and to promoting comprehensive and mutually beneficial co-operation between China and the Portuguese-speaking Countries. The delegations also discussed preparations for the 7th Ministerial Conference and reaffirmed their support for the Permanent Secretariat in the active fulfilment of its duties in accordance with the Regulations.
During the meeting, an update was also presented on the members of the Permanent Secretariat, including the appointment of the new Deputy Secretary-General nominated by the Macao SAR, Mr Lei Chi Wai, and the new Co-ordinator of the Support Office, Mr Che Weng Keong.
At the end of the meeting, the minutes were signed by the participating parties.
During the Ordinary Meeting, the Secretary for Economy and Finance of the Macao Special Administrative Region, Mr Tai Kin Ip, met with the delegation attending the Meeting.
