From 23 to 25 July 2026, Xie Ying, Deputy Secretary-General of the Permanent Secretariat of Forum Macao, led a delegation of the Permanent Secretariat on a visit to Mozambique. During the visit, the delegation participated in the Entrepreneurs Meeting for Commercial and Economic Co-operation between China and Portuguese-speaking Countries – Maputo – 2026 and organised a presentation session of the Permanent Secretariat. The delegation was received by Zheng Xuan, Ambassador of China to Mozambique. Accompanied by the Ambassador, the delegation met João Jorge Matlombe, Minister of Transport and Logistics of Mozambique, and Sheila Fernandes, National Director of Economy, Studies and Co-operation at Mozambique’s Ministry of Economy. It also paid a site visit to the Maputo Bridge project.

 

During the meeting on 24 July, Minister João Jorge Matlombe noted that Forum Macao was an important co-operation mechanism between China and Portuguese-speaking Countries and had played a significant role in promoting economic and trade co-operation. He said that he had visited Macao twice to participate in activities related to the Forum and had also visited the Permanent Secretariat. He further noted that China had participated in numerous major co-operation projects in Mozambique, including in infrastructure, and that, with many opportunities for future co-operation, China was welcome to participate in the country’s development process.

 

On the same day, the presentation session of the Permanent Secretariat was held in Maputo. Deputy Secretary-General Xie Ying delivered a welcoming address, followed by remarks from José António Alberto Matsinha, Director of the Directorate for Asia and Oceania of Mozambique’s Ministry of Foreign Affairs and Co-operation, and Ambassador Zheng Xuan. During the session, Na Kejun, Deputy Director-General of the China-Portuguese-speaking Countries Co-operation and Development Fund, gave a thematic presentation. Yu Chunyu, President of Haichuang Park of the Zhongguancun Multimedia Creative Industry Park, also delivered remarks on behalf of the park.

In her address, Deputy Secretary-General Xie Ying underlined that the Chinese Government attached great importance to implementing the initiatives under the Forum Macao framework. She said that the Permanent Secretariat was ready to work with all parties to continue effectively implementing the Action Plan for Economic and Trade Co-operation, make thorough preparations for the 7th Ministerial Conference, support the development of the Macao Platform, and promote the participation of Chinese institutions in Mozambique’s industrial diversification and the development of its infrastructure, green economy and blue economy, thereby contributing to the joint building of a China-Mozambique Community with a Shared Future in the New Era.

Director José António Alberto Matsinha said that Forum Macao was an important platform for economic and trade co-operation between China and Portuguese-speaking Countries, providing valuable opportunities for entrepreneurs from the Participating Countries. He called on all parties to make full use of the Forum mechanism, gain an in-depth understanding of the co-operation opportunities it offers, and strengthen mutual learning and exchanges, with a view to jointly advancing practical co-operation.

Ambassador Zheng Xuan highlighted that, during the State visit to China by the President of Mozambique, Daniel Francisco Chapo, in April, the two Heads of State had agreed to elevate bilateral relations to a China-Mozambique Community with a Shared Future in the New Era. She also noted that Forum Macao served as an important link between China and Portuguese-speaking Countries. She expressed China’s readiness to work with Portuguese-speaking Countries to promote trade and investment co-operation, broaden sectoral co-operation and take co-operation between China and Portuguese-speaking Countries to new and higher levels.

Around 60 guests attended the session, including representatives of Mozambican government departments, the Chinese Embassy in Mozambique, local enterprises and business associations, as well as Chinese enterprises and institutions operating in Mozambique.

 

Also on that day, the Entrepreneurs Meeting for Commercial and Economic Co-operation between China and Portuguese-speaking Countries was held. The event was co-organised by the China Council for the Promotion of International Trade (CCPIT), the Commerce and Investment Promotion Institute of the Macao SAR (IPIM), and the Agency for the Promotion of Investment and Exports of Mozambique (APIEX). Participants included João Jorge Matlombe, Minister of Transport and Logistics of Mozambique; Zheng Xuan, Ambassador of China to Mozambique; Luís José Machava, Director-General of APIEX; Liu Jiannan, Vice Chairman of CCPIT; and representatives of enterprises from mainland China, Portuguese-speaking Countries and Macao. A ceremony for the signing of co-operation agreements and a presentation session on investment opportunities were also held during the Meeting.

In her address, Deputy Secretary-General Xie Ying underlined that the Participating Countries of Forum Macao had remained united, open and committed to co-operation, while staying true to the principles of mutual benefit and shared gains and to their founding aspiration for common development. She expressed the hope that all participating parties would continue effectively implementing the Action Plan for Economic and Trade Co-operation adopted at the 6th Ministerial Conference and welcome the 7th Ministerial Conference with more concrete outcomes.

As a supporting organisation of the Meeting, the Permanent Secretariat was represented by its Delegates from several Portuguese-speaking Countries, who participated in the roundtable exchanges on behalf of their respective countries’ trade and investment promotion institutions.

 

During her meeting with the delegation of the Permanent Secretariat, Director Sheila Fernandes noted that Mozambique’s Ministry of Economy was committed to supporting foreign investors, particularly small and medium-sized enterprises. She said that the Ministry intended to make full use of the zero-tariff treatment granted by the Chinese Government to boost exports of more Mozambican products. She also underlined the Ministry’s readiness to provide facilitation services and comprehensive support throughout the entire process, expressing the hope that the intentions for co-operation between Chinese and Mozambican institutions could be translated into concrete projects as soon as possible and generate more tangible and fruitful outcomes.

 

The delegation was accompanied throughout the above activities by Cristina Mangue Abeso, Coordinator of the Liaison Office and Representative of Equatorial Guinea; Nuno Miguel Melo Furtado, Representative of Cabo Verde; Abdú Jaquité, Representative of Guinea-Bissau; Márcia Cordeiro Guerreiro, Representative of Portugal; Pedro Jorge de Abreu e Carvalho, Representative of São Tomé and Príncipe; António Ramos da Silva, Representative of Timor-Leste; and Liu Yimei, Advisor of the Executive Office.
