On October 27, Governor Luo Dongchuan of Qinghai Province led a delegation comprising government officials and business leaders on a visit to the Permanent Secretariat of Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Macao). During the visit, Governor Luo witnessed the signing of a co-operation framework agreement between the Permanent Secretariat and the Department of Commerce of Qinghai Province. On October 28, all members of the Permanent Secretariat attended the “2025 Qinghai–Macao Economic and Trade Exchange and Co-operation Conference ”.
In his keynote speech at the “Magnificent Qinghai” investment promotion conference, Governor Luo Dongchuan emphasized that the 2025 Qinghai–Macao Economic and Trade Exchange and Co-operation Conference represents a concrete step by both regions to implement the important instructions of General Secretary Xi Jinping. In recent years, co-operation between Qinghai and Macao has grown increasingly robust. Tibetan lamb, cold-climate vegetables from Qinghai are now readily available for purchase by Macao residents, bringing products from the origins directly to their tables. Premium plateau products such as yak milk yogurt and organic goji berries have successfully entered markets in Portuguese-speaking countries (PSCs) through Macao’s cold-chain logistics network. The two sides have also jointly established a global promotion platform for distinctive Qinghai–Macao products. Historically a key hub along the ancient Silk Road, Qinghai today serves as an important pillar of the “Belt and Road Initiative”. The province is firmly and proactively integrating into national strategies, deepening co-operation with the Guangdong–Hong Kong–Macao Greater Bay Area and other regions, and contributing to Qinghai’s share in the high-quality joint construction of the “Belt and Road Initiative” as well as to global green and low-carbon development.
Governor Luo noted that, as the global green and low-carbon transition moves from consensus to action, Qinghai’s abundant plateau resources and energy advantages are being transformed into lasting competitive strengths, ushering in the best period of development in the province’s history. Construction of a world-class Salt Lake industrial base is accelerating, the building of a national hub for clean energy is gaining strong momentum, a new chapter is being opened as an international eco-tourism destination, and Qinghai has become home to the country’s largest production bases for organic livestock products, organic goji berries, and cold-water fish. It is also the first provincial-level pilot for green computing–power synergy in China. Qinghai looks forward to working together with partners to advance ecological civilization, develop cultural and tourism industries, and promote the integration of green computing and power. The province particularly hopes to leverage Macao’s platform to expand the re-export of more high-quality Qinghai agricultural specialties to the PSCs and global markets.
Secretary-General Ji Xianzheng expressed gratitude for the strong support shown by the Qinghai Provincial Government in promoting co-operation with PSCs. He stated that the “Forum Macao” is designed to fully utilize Macao’s unique advantage as a precise link with PSCs, serving the shared development needs of mainland China, Macao, and the PSCs. The Forum functions both as a platform for policy exchange and for joint action between China and the nine PSCs. The Commerce and Trade Co-operation Platform for China and Portuguese-speaking Countries in Macao has delivered notable results in facilitating bilateral co-operation, earning high recognition from the central governments of all participating countries. The Permanent Secretariat will work closely with relevant departments in Qinghai Province to implement the co-operation framework agreement signed on October 27, making new contributions to comprehensive, mutually beneficial collaboration among Qinghai, Macao, and PSCs.
All Macao-based members of the Permanent Secretariat participated in the meetings, promotion conferences, and related activities. Mr Agostinho João António dos Santos, Coordinator of the Liaison Office and Representative of Angola of the Permanent Secretariat, shared his views on advancing co-operation between Qinghai and PSCs.
