Brazil and China Strengthen AI Co-operation to Support State Capacity

The Federal Government of Brazil has recently formalised an artificial intelligence co-operation agreement between the Ministry of Science, Technology and Innovation (MCTI), the Federal Data Processing Service (Serpro) and the Chinese company iFlytek, with the aim of developing national capabilities oriented towards the functioning of the State.


The signing continues the technological co-operation between Brazil and China and integrates artificial intelligence into the set of critical infrastructures necessary for state operations. According to the minister, the initiative seeks to develop technologies jointly and ensure the transfer of knowledge to Brazil, with a direct impact on digital sovereignty. He further added that Serpro plays a central role in this process, as it is responsible for the national public data infrastructure and concentrates systems that support essential state services, where these solutions can improve service delivery to the population.


The agreement establishes guidelines for co-operation in research, development and capacity-building in artificial intelligence, with emphasis on language models adapted to Brazilian Portuguese, translation and accessibility systems, cybersecurity applications, and solutions aimed at the country's artificial intelligence infrastructure.
