From July 30 to 31, 2025, the delegation from the Permanent Secretariat of Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries (Macao), led by Secretary-General Ji Xianzheng, visited Guinea-Bissau. During the visit, the delegation paid courtesy calls on Yang Renhuo, the Chinese Ambassador to Guinea-Bissau, and Soares Sambú, the Minister of Economy, Planning and Regional Integration of Guinea-Bissau. The delegation hosted a reception for the Permanent Secretariat of Forum Macao and visited Chinese-funded enterprises.
During the meeting with the Minister of Economy, Planning and Regional Integration, Soares Sambú, the Secretary-General highlighted the Strategic Plan for Economic and Trade Cooperation from the Sixth Ministerial Conference of Forum Macao and the progress in implementing China’s measures and outcomes. The Secretariat is willing to maintain close communication with relevant departments in Guinea-Bissau to jointly promote the implementation of the Strategic Plan.
Soares Sambú highly affirmed the role and influence of the Forum Macao platform, reiterating that Guinea-Bissau is willing to continue actively participating in various Forum affairs and work with other countries to promote the implementation of various measures in the Strategic Plan for Economic and Trade Cooperation (2024-2027) from the Sixth Ministerial Conference. Guinea-Bissau will continue to carry out cooperation in traditional fields such as agriculture, fisheries, infrastructure construction, and small and medium-sized enterprises under the Forum Macao framework, while exploring cooperation opportunities in emerging fields such as the digital economy to enhance national productivity and promote modernization and industrialization development. In addition, Soares Sambú expressed hope of better utilizing important financing tools such as the China-Portuguese-speaking Countries Co-operation and Development Fund (CPD Fund) to help increase the added value of domestic products, support Guinea-Bissau’s socio-economic development, and improve people’s livelihoods.
At the reception, Secretary-General Ji Xianzheng delivered a welcome speech, followed by addresses from Yang Renhuo, the Chinese Ambassador to Guinea-Bissau, and Soares Sambú, the Minister of Economy, Planning and Regional Integration of Guinea-Bissau. Zhang Jian, Director of the Management Department of CPD Fund, gave a special presentation. In his speech, the Secretary-General emphasized that the participating countries of Forum Macao have always adhered to the original aspiration of common development and the concept of win-win cooperation. The ministers from the participating countries at the Sixth Ministerial Conference noted the efforts made by relevant parties in promoting the high-quality joint construction of the “Belt and Road” Initiative, and committed to promote the establishment of a universal, rules-based, open, non-discriminatory, and fair multilateral trading system, driving economic globalization toward a more open, inclusive, balanced, and win-win direction.
In his address, Ambassador Yang Renhuo pointed out that last year, President Umaro Sissoco Embaló successfully paid a state visit to China, establishing a strategic partnership between the two countries. In the first half of this year, multiple batches of Chinese enterprises have visited Guinea-Bissau to inspect the market and seek investment opportunities. China continues to actively support this and is willing to work with Guinea-Bissau to promote practical measures under Forum Macao to foster sustainable economic development.
Eight ministers attended the event, including Malam Sambu, Minister of Natural Resources of Guinea-Bissau; José Casimiro Varela, Minister of Energy of Guinea-Bissau; Alberto Demba Turé, Minister of Tourism and Handicrafts of Guinea-Bissau; José Carlos Esteves, Minister of Public Works, Housing and Urbanization of Guinea-Bissau; Orlando Mendes Viegas, Minister of Trade and Industry; Herry Mané, Minister of National Education, Higher Education and Scientific Research of Guinea-Bissau; and Maria da Conceição Évora, Minister of Culture, Youth and Sports. Approximately 110 people attended the reception, including representatives from the Chinese Embassy in Guinea-Bissau, officials from the Guinea-Bissau government, business professionals, and media representatives.
Deputy Secretaries-General Danilo Afonso Henriques and António Lei; the Representative of Guinea-Bissau, Abdú Jaquité, and Advisor of the Executive Office Liu Yimei accompanied the delegation in the relevant activities.
