On March 23, during Secretary of the CPC Heilongjiang Provincial Committee Xu Qin’s visit to Macao, the Permanent Secretariat of Forum Macao and the Heilongjiang Province Department of Commerce signed the “Cooperation Framework Agreement between the Permanent Secretariat of Forum Macao and the Heilongjiang Province Department of Commerce” at the Complex of Commerce and Trade Co-operation Platform for China and Portuguese-speaking Countries. 

According to the agreement, the Permanent Secretariat of Forum Macao and the Heilongjiang Province Department of Commerce will strengthen two-way exchanges, jointly organize or mutually participate in economic, trade, and cultural exchange activities, and leverage Heilongjiang’s advantages. Both parties will assist in implementing the Strategic Plan for Economic and Trade Cooperation signed at the Ministerial Conference of Forum Macao and China’s measures to advance economic and trade cooperation with Portuguese-speaking countries, foster the construction of an “Open Up Heilongjiang”, leverage Macao’s role as a platform between China and Portuguese-speaking countries, and promote comprehensive, mutually beneficial cooperation with Portuguese-speaking countries.
