				<content:encoded><![CDATA[<p>China International Development Co-operation Agency spokesman Tian Lin has said China will give Mozambique emergency humanitarian aid to relieve the harm done by the recent cyclone there, CGTN reports.</p>
<p>The Chinese government-run television network quotes Mr Tian as saying the Chinese government is willing to do disaster relief and reconstruction work, if it is asked to and if it can.</p>
<p>The report quotes Chinese Foreign Ministry spokesman Yan Shuang as saying on the ministry website that his government is willing to give Mozambique whatever support and assistance is needed.</p>
<p>Mozambican President Filipe Nyusi has said the cyclone and ensuing flooding may have killed over 1,000 people, CGTN says.</p>
<p>Separately, the Chinese government-run news agency, Xinhua, reports that Chinese President Xi Jinping has sent Mr Nyusi a message of condolence.</p>

				<content:encoded><![CDATA[<p>China Railway 20th Bureau Group Corp. has begun building a middle school in the central Angolan city of Kuito, Xinhua reports.</p>
<p>The Chinese government-run news agency says the school will occupy a site of 1,770 square metres in Kuito.</p>
<p>The report quotes Zhu Qihui, an executive of the contractor, as saying when the cornerstone was laid: “We will guarantee the efficiency and quality of the construction, and offer a good learning environment to all the students, as soon as possible.”</p>
<p>The school is due to be completed next year.</p>
<p>The project shows how committed the Angolan authorities are to improving infrastructure and living conditions, Xinhua quotes Governor Pereira Alfredo of the province of Bié as saying.</p>

				<content:encoded><![CDATA[<p>Guiné-Bissau Fishing Minister Adiatu Djaló Nandigna has said the second phase of a Chinese-backed project to build a fishing port at Alto do Bandim would be finished on time two years from now, Agência de Notícias da Guiné (ANG) reports.</p>
<p>The Guiné-Bissau state-run news agency quotes Ms Nandigna as saying the port will have facilities for storing and processing fish, which would add value to the output of the fisheries industry.</p>
<p>Ms Nandigna said that once the facilities were open, the government would compel all vessels fishing in Guiné-Bissau waters to land their catches at the port.</p>
<p>The report says work on the Alto do Bandim fishing port began last November.</p>
<p>The port will cost about US$26.5 million, ANG says.</p>

				<content:encoded><![CDATA[<p>An official of the Chinese Foreign Ministry has said his country needs more and better speakers of Portuguese and Spanish for the new era of Sino-Latin American relations, Xinhua reports.</p>
<p>The Chinese government-run news agency quotes the official, Zhao Bentang, as saying so at a conference of academics on the teaching of the Portuguese and Spanish languages.</p>
<p>Mr Zhao said language instruction should focus more on Latin America, so teaching the students about Latin America and Sino-Latin American relations.</p>
<p>Language instruction should be reformed to produce Chinese speakers of Portuguese and Spanish that are patriotic and highly talented, and have an international outlook, Xinhua quotes Beijing Foreign Studies University Vice-president Yan Guohua as telling the conference.</p>

<p>The Angolan news agency says Mr Queiroz will meet Chinese Justice Minister Fu Zhenghua and Chinese Supreme Court Chief Justice Zhou Qiang, and visit the China Arbitration Institute at the China University of Political Science and Law.</p>
<p>Mr Queiroz will leave from Paris, where he is representing his country at an Organisation for Economic Cooperation and Development conference about countering corruption, Angop says.</p>

				<content:encoded><![CDATA[<p>Brazilian leather was on show at 36 stands at the Asia Pacific Leather Fair in Hong Kong last week, according to the Brazilian Trade and Investment Promotion Agency, Apex-Brazil.</p>
<p>Apex-Brazil issued a written statement quoting Rogério Cunha, an official of the business association representing Brazilian tanners, as saying the main purpose of the exhibitors of Brazilian leather was to make contacts in Greater China.</p>
<p>Mr Cunha said: “The prospects in China, the main market for leather, remain uncertain, despite some measures by the Chinese government to stimulate the economy.”</p>
<p>The exhibitors of Brazilian leather were backed by Brazilian Leather, a joint endeavour by Apex-Brazil and Mr Cunha’s association to promote abroad the products of Brazilian tanners.</p>

<p>The Macao Government Tourism Office (MGTO), in cooperation with the Permanent Secretariat of the Forum for Economic and Trade Cooperation between China and Portuguese-Speaking Countries (Macao), has unfolded the 2019 training program tailored for civil servants from tourism offices of six Portuguese-speaking countries, each with a duration of two weeks in Macao.</p>
<p>Held in March, May and July this year, three training sessions each spanning two weeks will be conducted in Macao for 33 government personnel from tourism authorities of Portuguese-speaking countries. The internship commenced on Monday (March 18) for the first group of 9 participants from Angola, Cape Verde, Guinea-Bissau, Mozambique and São Tomé and Príncipe, while the second and third groups will arrive to Macao in late May and early July respectively.</p>
<p>The training program includes internship at several MGTO departments, two days of themed workshops at the Institute for Tourism Studies (IFT) about Special Interest Tourism and Tourism Planning &amp; Development; Human Resources Management Development and Event Management; as well as Destination Marketing &amp; Branding and Environmental Management Certification during the three training sessions respectively. Trainees will also join field trips to tourism infrastructures, historical and cultural heritage as well as other attractions in Macao.</p>
<p>A luncheon was held to welcome the first group of trainees of this year today (20 March) at IFT Educational Restaurant with the presence of MGTO Director Maria Helena de Senna Fernandes, Deputy Secretaries-General of the Permanent Secretariat of Forum Macao, Rodrigo Brum, Ding Tian and Casimiro de Jesus Pinto, Acting President of IFT, Florence Ian, MGTO Deputy Director Cheng Wai Tong, Coordinator of the Supporting Office to the Permanent Secretariat of Forum Macao, Teresa Mok, as well as Director of Global Centre for Tourism Education and Training at IFT, John Ap, among other guests.</p>
<p>The internship aims to acquaint trainees about the daily operation of MGTO as well as the overall development of Macao’s tourism industry. Through the training program, MGTO hopes to enhance mutual learning and exchange between Macao and Portuguese-speaking countries in the field of tourism, while assisting the involved countries to train tourism professionals, in line with Macao’s goal to become a world centre of tourism and leisure as well as a commercial and trade cooperation service platform between China and Portuguese-speaking countries.</p>
<p>MGTO signed memoranda of understanding on cooperation in tourism with Cape Verde, Guinea-Bissau and Mozambique in 2010, with East Timor in 2013, Angola in 2015 and São Tomé and Príncipe in 2018. In addition, in 2016, the Secretariat for Social Affairs and Culture of the Macao Special Administrative Region Government signed a protocol on cooperation in tourism with the Ministry of Economy of Portugal.</p>

				<content:encoded><![CDATA[<p>Brazilian President Jair Bolsonaro has said he will visit China in the second half of this year, Agência Brasil reports.</p>
<p>The news agency quotes Mr Bolsonaro as telling a press conference in Washington after meeting US President Donald Trump there: “China is our main partner.”</p>
<p>Mr Bolsonaro first said he would visit China this year after meeting Chinese Ambassador to Brazil Yang Wanming this month.</p>
<p>Agência Brasil quoted Mr Yang saying at the time: “Reforms and changes in Brazilian economic and political institutions will bring more opportunities for business with China.”</p>
<p>Chinese President Xi Jinping will visit Brazil in November to attend the meeting there of the heads of government of Brazil, Russia, India, China and South Africa, Agência Brasil said.</p>

				<content:encoded><![CDATA[<p>Paraíba Governor João Azevêdo has said an unidentified Chinese group of companies intends to build a 3 billion real (about US$791.7 million) shipyard in his northern Brazilian state, TV Master reports.</p>
<p>The online television channel quotes Mr Azevêdo as saying the environmental regulator in Paraíba has given permission for the project.</p>
<p>Mr Azevêdo said he expected the state government to award the Chinese group next month a contract to run the shipyard for 10 years.</p>
<p>He hopes building work will begin next year and that the shipyard will open for business in two years.</p>
<p>Mr Azevêdo has been in touch with the British, Chinese, German, Japanese, Portuguese and Spanish ambassadors in Brasilia in an effort to lure investors to Paraíba, TV Master says.</p>
