The 13th Ordinary Meeting of the Permanent Secretariat of the Forum for Economic and Trade Co-Operation between China and Portuguese-speaking Countries (Forum Macao) was held in Macao on March 22. It was attended by representatives from: the Ministry of Commerce of the People’s Republic of China; the Economic Affairs Department of the Liaison Office of the Central People’s Government in the Macao SAR; the Macao SAR Government; Ambassadors to Beijing of Portuguese-speaking Countries; Focal Points of the Portuguese-speaking Countries; and the Permanent Secretariat of Forum Macao. A review of the work carried out in 2017 by Forum Macao was presented at the meeting, and its Activity Plan for 2018 was discussed and approved.

The Permanent Secretariat of Forum Macao reported that, with strong support from the State-Members of Forum Macao and the Macao SAR Government, it had fully implemented its Activity Plan for 2017. Forum Macao actively promoted the implementation of the “Strategic Plan for Economic and Trade Co-operation (2017-2019)” and the “Memorandum of Understanding on Promoting Co-operation in Production Capacity”, both signed during Forum Macao’s 5th Ministerial Conference. Forum Macao additionally had continued during 2017 to promote the implementation of the 18 new measures announced by the Chinese side during the 5th Ministerial Conference, and had also advanced cooperation on production capacity, trade and investment, human resources and cultural exchange. In addition, the Permanent Secretariat of Forum Macao also further promoted Macao’s role as a Service Platform for Trade Cooperation between China and Portuguese-speaking Countries. In 2017, economic and trade exchanges between China and Portuguese-speaking Countries were further deepened and Macao’s role as a Trade Cooperation Service Platform between China and Portuguese-speaking Countries was strengthened.

The year of 2018 marks the 15th Anniversary of the Establishment of Forum Macao. The Permanent Secretariat plans to promote external evaluations of its performance, in order to review the achievements of Forum Macao over the past 15 years. The review also intends to examine new opportunities for furthering development. A series of commemorative events to mark Forum Macao’s work so far, will be held as part of its 15th anniversary.

The Permanent Secretariat will continue in 2018 to implement the “Strategic Plan for Economic and Trade Co-operation (2017-2019)” and the “Memorandum of Understanding on Promoting Co-operation in Production Capacity”, both signed during the 5th Ministerial Conference. Forum Macao also plans to continue to promote the implementation of the 18 new measures announced by the Chinese side during the 5th Ministerial Conference, while advancing cooperation on production capacity, trade and investment, human resources and cultural exchange, and deepening local administration collaboration.

The Permanent Secretariat, in tandem with the Macao SAR Government, will move ahead with the development of the Centre for Cultural Exchanges between China and Portuguese-speaking Countries and the Training Centre for Bilingual Chinese-Portuguese Bilingual Professionals. It will closely follow up on works related with the Sino-Portuguese Young Start-ups and Innovation Centre and the China-Portuguese Speaking Countries Investment Management Company, and on the progress made on the construction of the Trade and Economic Co-operation Service Platform between China and Portuguese-speaking Countries Complex.

At the March 22 meeting, the Head of the Chinese delegation and the representatives from the Portuguese-speaking Countries reviewed the implementation of the measures agreed during the 5th Ministerial Conference of Forum Macao. A Macao SAR Government representative made a presentation on the progress of the development of Macao as a Commercial and Trade Cooperation Service Platform between China and Portuguese-speaking Countries.
